Ratification Poll for MIP14 Repeal (MIP4c4-SP2) - January 9, 2023
The Governance Facilitators have placed a ratification poll into the voting system as part of the responsibilities defined in MIP51. This Governance Poll will be active for fourteen days beginning on Monday, January 9 at 16:00 UTC.

- You may vote for a single option.
- You should vote for the option which you prefer.
- If you would accept either option, you should vote 'Abstain'.

In an effort to simplify the growing body of DAO governance processes and policies, this subproposal repeals MIP14 in its entirety due to obsolescence.
Originally passed in October of 2020, MIP14 outlines a generic procedure for DAI to be sent from the protocol to an Ethereum address. It does not appear to have ever been utilized, and the transfer of DAI for a number of purposes has typically been authorized through whatever governance action authorizes the activity financed by that transfer.
Additionally, any subproposal under MIP14 would require a 4-week feedback period for sums between 10,000 and 100,000 DAI, and a 12-week feedback period for sums above 100,000 DAI. These thresholds make MIP14 impractical to use, but with no clear need for this MIP, repeal is favored over amendment.

Outcomes
This poll implements a Minimum Positive Participation value. The Minimum Positive Participation is currently set to 10,000 MKR.
If the votes for the 'Yes' option exceed the votes for the 'No' option AND the votes for the 'Yes' option exceed 10,000 MKR, then the following actions will be taken:
- The MIP Editors will mark the proposal Accepted and the Governance Facilitators will confirm its passage on the Governance and Risk call on Thursday, January 26.
- The above-referenced pull request will be merged into the MIPs repository.
- Any further work required to implement the proposal will be tasked to the relevant Core Units.
Otherwise, this proposal will be marked as rejected per MIP51.
