Executive Summary

If this executive proposal passes, the following changes will occur within the Maker Protocol:

• The GSM Pause Delay will be raised, as detailed below.
• A total of 75,776 DAI will be transferred to multiple Recognized Delegates, as detailed below.
• DAI and MKR Stream Setups and Transfers for Responsible Facilitators and Ecosystem Actors:
  • A total of 7,860,000 DAI will be transferred to multiple Responsible Facilitators, as detailed below.
  • A total of 1,642 MKR will be streamed to multiple Responsible Facilitators, as detailed below.
  • A total of 226.64 MKR will be transferred to GovAlpha Responsible Facilitators, as detailed below.
  • A total of 3,883,950 DAI will be streamed to multiple Ecosystem Actors, as detailed below.
  • A total of 604,250 DAI will be transferred to multiple Ecosystem Actors, as detailed below.
  • A total of 372 MKR will be streamed to multiple Ecosystem Actors, as detailed below.
• Old Strategic Finance Core Unit (SF-001) MKR vesting streams will be yanked.
• Emergency Shutdown interaction changes will be effected on the MIP21_LIQUIDATION_ORACLE contract, as detailed below.

Voting for this executive proposal will place your MKR in support of the changes and additions outlined above.

Unless otherwise noted, the changes and additions listed above are subject to the GSM Pause Delay. This means that if this executive proposal passes, the changes and additions listed above will only become active in the Maker Protocol after the GSM Pause Delay has expired. The GSM Pause Delay is currently set to 16 hours.

If this executive proposal does not pass within 30 days, then it will expire and can no longer have any effect on the Maker Protocol.

GSM Pause Delay Raise

As per this successful governance poll, the GSM Pause Delay will be raised from 16 hours to 48 hours, if this executive proposal passes.

Recognized Delegate Compensation for March

As per MIP61: Recognized Delegate Compensation (now obsolete after the passing of the Constitution MIP Set), a total of 75,776 DAI will be distributed to sixteen Recognized Delegates as detailed below, if this executive proposal passes:

As per MIP101: The Maker Constitution in conjunction with MIP113: The Arbitration Scope Framework and MIP104: The Decentralized Collateral Scope Framework, a total of 7,860,000 DAI will be streamed to multiple Responsible Facilitators as follows, if this executive proposal passes:

• 900,000 DAI will be streamed to the GovAlpha Responsible Facilitators at 0x01D26f8c5cC009868A4BF66E268c17B057fF7A73 starting on 2023-04-01 and ending on 2024-03-31.

• 432 MKR will be streamed to the TECH Responsible Facilitators at 0x2dC0420A736D1F40893B9481D8968E4D7424bC0B starting on 2023-04-01 and ending on 2024-03-31 with cliff date 2023-04-01.

Ecosystem Actor DAI Streams

As per MIP101: The Maker Constitution in conjunction with MIP106: The Ecosystem Scope Framework and four onboarding governance polls (referenced below for each Ecosystem Actor), a total of 3,883,950 DAI will be transferred to multiple Ecosystem Actors as follows, if this executive proposal passes:

• A total of 204,000 DAI will be streamed to Ecosystem Actor Phoenix Labs at 0x115F76A98C2268DaE6c1421eb6B08e4e1dF525dA starting on 2023-04-01 and ending on 2024-04-01 after their successful onboarding via this governance poll.
• A total of 1,029,000 DAI will be streamed to Ecosystem Actor Viridian Protector Advisory Company at 0xbB8AA212267477C3dbfF6643E497919ec2E3dEC9 starting on 2023-04-01 and ending on 2024-04-01 their successful onboarding via this governance poll.

As per MIP101: The Maker Constitution in conjunction with MIP106: The Ecosystem Scope Framework and two onboarding governance polls (referenced below for each Ecosystem Actor), a total of 604,250 DAI will be transferred to two Ecosystem Actors as follows, if this executive proposal passes:

• A total of 347,100 DAI will be transferred to Ecosystem Actor Phoenix Labs at 0x115F76A98C2268DaE6c1421eb6B08e4e1dF525dA after their successful onboarding via this governance poll.
• A total of 257,250 DAI will be transferred to Ecosystem Actor Viridian Protector Advisory Company at 0xA1E62c6321eEd0ECFcF2f382c8c82FD940D83c07 after their successful onboarding via this governance poll.

Ecosystem Actor MKR Streams

As per MIP101: The Maker Constitution in conjunction with two onboarding governance polls (referenced below for each Ecosystem Actor), a total of 372 MKR will be transferred to two Ecosystem Actors as follows, if this executive proposal passes:

• A total of 252 MKR will be streamed to Ecosystem Actor dewiz at 0xD8665628742cf54BBBB3b00B15d7E7a838a1b53a starting on 2023-04-01 and ending on 2024-04-01 after their successful onboarding via this governance poll.
• A total of 120 MKR will be streamed to Ecosystem Actor Phoenix Labs at 0x115F76A98C2268DaE6c1421eb6B08e4e1dF525dA starting on 2023-04-01 and ending on 2024-04-01 after their successful onboarding via this governance poll.

Old Strategic Finance Core Unit MKR Vesting Stream Yank

As per MIP101: The Maker Constitution in conjunction with MIP103: The Arbitration Scope Framework, the following old Strategic Finance Core Unit (SF-001) MKR vesting streams will be yanked (replaced by the aforementioned stream to Steakhouse Financial), if this executive proposal passes:

• MKR stream 18.
• MKR stream 19.
• MKR stream 30.
• MKR stream 31.

Emergency Shutdown Interaction Changes

Based on the recommendation of the Protocol Engineering Core Unit, as detailed in this post, the Emergency Shutdown Module will be able to remove Governance’s authority over the MIP21_LIQUIDATION_ORACLE contract, if this executive proposal passes.
