Executive Summary

If this executive proposal passes, the following changes will occur within the Maker Protocol:

• A total of 111,712 DAI will be distributed to 18 Recognized Delegates as itemized below.
• Parameter changes from the latest proposal from the MakerDAO Open Market Committee: a Stability Fee increase and a Debt Ceiling decrease, detailed below.
• The technical deployment of Maker Teleport on Starknet will take place, as detailed below.
• The Maker Teleport Global Debt Ceiling will be increased, as detailed below.

Voting for this executive proposal will place your MKR in support of the changes.

Unless otherwise noted, the changes listed above are subject to the GSM Pause Delay. This means that if this executive proposal passes, the changes and additions listed above will only become active in the Maker Protocol after the GSM Pause Delay has expired. The GSM Pause Delay is currently set to 48 hours.

If this executive proposal does not pass within 30 days, then it will expire and can no longer have any effect on the Maker Protocol.

Recognized Delegate Compensation Distribution for October

As per MIP61: Recognized Delegate Compensation, a total of 111,712 DAI will be distributed to 18 Recognized Delegates as itemized below if this executive proposal passes:

MOMC Parameter Changes

As per this governance poll on the latest MakerDAO Open Market Committee proposal, the following parameter changes will be made in the Maker Protocol if this executive proposal passes:

• Increase the MANA-A Stability Fee from 4.5% to 7.5%.
• Decrease the MANA-A Debt Ceiling (line) from 17 million DAI to 10 million DAI.

Maker Teleport Technical Deployment on StarkNet

As per the outcome of successful Governance Polls here and here, Maker Teleport (formerly known as Maker Wormhole) will be deployed on Starknet, if this executive passes.

The StarkNet Maker Teleport parameters will be set as follows:

• The StarkNet Teleport Fee parameter will be set to 1 Basis Point.
• The Debt Ceiling will be set to 100,000 DAI.

To facilitate this, the following change will also take place:

• The Maker Teleport Global Debt Ceiling will be increased by 100,000 DAI from 2 million DAI to 2,100,000 DAI.

Note: to ensure security of the deployment this is below the 1 million DAI limit approved by Maker Governance, this limit can be raised later, if required.
