Compound D3M Onboarding, Activating Stablecoin Liquidations, Oracle Feed Whitelisting, Starknet Relay Upgrade, and MKR Vesting - December 2, 2022
The Governance Facilitator(s), Starknet Engineering Core Unit, and the Protocol Engineering Core Unit have placed an executive proposal into the voting system. MKR Holders should vote for this proposal if they support the following alterations to the Maker Protocol.

Executive Summary
If this executive proposal passes, the following changes will occur within the Maker Protocol:
- Liquidations 2.0 and corresponding parameters will be activated for GUSD-A, USDC-A, and USDP-A Vaults, as detailed below.
- Starknet GovRelay will be updated, as detailed below.
- 180.6 MKR will be transfered to the Development & UX Core Unit (DUX-001), as detailed below.
If this executive proposal passes, the following additions will be made to the Maker Protocol:
- Compound v2 DAI Direct Deposit Module (D3M) will be onboarded and activated, as detailed below.
- A new rETH oracle address will be whitelisted, as detailed below.
Voting for this executive proposal will place your MKR in support of the changes and additions outlined above.
Unless otherwise noted, the changes and additions listed above are subject to the GSM Pause Delay. This means that if this executive proposal passes, the changes and additions listed above will only become active in the Maker Protocol after the GSM Pause Delay has expired. The GSM Pause Delay is currently set to 48 hours.
This executive proposal includes an office-hours modifier that means that it can only be executed between 14:00 and 21:00 UTC, Monday - Friday. This is to ensure that at least some auction keepers are available to react to unforeseen issues on new collateral types.
If this executive proposal does not pass within 30 days, then it will expire and can no longer have any effect on the Maker Protocol.

Activate Liquidations on Stablecoin Vaults
As per this poll, liquidations auctions will be turned on for GUSD-A, USDC-A, and USDP-A Vaults as detailed below, if this executive proposal passes.

Vault Parameters
- Use Linear Decrease for Auction Price Function (

) to 0.99. - Individually set the Local Liquidation Limit (

- GUSD-A - 300,000 DAI
Starknet GovRelay Upgrade

Compound v2 DAI Direct Deposit Module (D3M) Onboarding
As per this poll, the Compound v2 D3M will be onboarded with the following parameters, if this executive proposal passes.

As per this request for inclusion, 0xa580BBCB1Cee2BCec4De2Ea870D20a12A964819e will be added to the rETH medianizer if this executive proposal passes. This light feed was part of the onboarding Oracle assessment for rETH and was erroneously missed when lifting feeds for the new collateral.
